€770 million Capital Programme for Dún Laoghaire Rathdown County Council

Dún Laoghaire-Rathdown County Council noted a Capital Expenditure Programme of circa €770m at yesterday evening’s Council meeting. The Three Year Capital Programme 2019-2021 will deliver a considerable number of infrastructural and housing projects that are of strategic importance to the County in terms of the social and economic impact associated with their delivery. They will also facilitate economic as well as development activity throughout the county as envisaged in the County Development Plan. This will shape the development of the County, creating the right environment for economic renewal, jobs growth and promoting a quality of life for all.

The total cost of all projects is circa €770m, of which it is estimated that €400m will be incurred between 2019 and 2021. This funding will be sourced from a variety of sources including S48 & S49 contributions, grants, other third party sources, the Council’s own funds and borrowings.

Some highlights of the Programme include:

  • Significant allocation for housing provision in the County
  • Development of the Shanaganagh Housing Proposal
  • Allocation for the Glenamuck District and environs works programme
  • The Sandyford Urban Framework Plan, which will allow for the continued growth of the Sandyford Business District
  • A new library for Stillorgan
  • Continued development of the Dún Laoghaire Baths
  • Development of phase 2 of Fernhill Park and Gardens
  • Stillorgan Village Movement Framework Plan
  • Development of Phase 2 of the Samuel Beckett Civic Campus to include swimming pool and sports hall complex
  • Repairs to the East Pier in Dún Laoghaire
  • Refurbishment of grass sports pitches across the county
  • Continued investment in pedestrian and cycle schemes county-wide.

The Council is specified as the Development Agency for Cherrywood and it is working proactively with all stakeholders to put all the necessary infrastructure and required funding in place.

Speaking on the report outlining the progress of the Capital Programme 2019-2021, dlr Chief Executive, Philomena Poole, said, “The Council is demonstrating its commitment to the future of this county with this very significant investment in capital initiatives. The infrastructure projects undertaken in this plan will ensure the strong future development of our county as an attractive place to live, work and visit.”

The Council’s Capital Programme is reported on annually and is a rolling three year programme and will be reviewed on an annual basis. Projects may be added if funding and other opportunities arise.
